Le indagini vengono assegnate al commissario Bertone: questi si muove subito tra mille difficoltà (è anche messo sotto inchiesta dal sostituto procuratore), che tuttavia non gli impediscono di mettersi sulle tracce di una "Anonima anticrimine" di cui fanno parte anche l'ex questore e altre autorità...
