C'è tensione a Washington fra la Cia e il Segretario della Difesa, David Brice (Hackman). A far da "cuscinetto" viene chiamato Tom Farrel (Costner), giovane e affascinante ufficiale di marina pluridecorato. A una festa Tom fa la conoscenza di Susan Atwell, l'amante di Brice, e fra loro nasce una relazione. Durante una scenata di gelosia, Brice uccide involontariamente la donna e cerca poi di far ricadere la colpa su una fantomatica spia sovietica.
