Per spiegare la genesi di una dittatura un professore mette in atto un 'singolare' esperimento. Una classe di una trentina di studenti viene indotta a forme di cameratismo attraverso l'uso della disciplina, dell'uniforme, e di un gesto di riconoscimento (l'onda per l'appunto. L'esperimento finirà per sfuggirgli tragicamente di mano quando il 'movimento' creato acquisterà vita propria.
