Il piccolo Totò finisce in orfanotrofio dopo la morte di Lolotta che, dopo averlo trovato sotto un cavolo, lo aveva preso con sé. Una volta cresciuto riesce a difendere miracolosamente, anche grazie all'intervento dello spirito della sua defunta madrina, un gruppo di poveri che abitano una zona della periferia di Milano vittime delle manovre di uno speculatore senza scrupoli. Mascherato dai toni della fiaba, il film è una feroce denuncia dell'oppressione. Quando la lotta di classe fallisce restano soltanto le armi dell'utopia e della speranza che non muore.
