A Los Angeles nel 1938 un gangster nasconde un pacchetto in un vecchio aereo e poi muore in un incidente stradale. Il pacchetto viene trovato dal pilota Cliff (Campbell) e contiene un congegno che, indossato a mo' di zaino, permette a un uomo di librarsi nel cielo. All'invenzione è interessato il celebre attore Neville Sinclair (Dalton), spia dei nazisti, che arriva a rapire Jenny (Conelly), la fidanzata di Bill, pur di entrarne in possesso.
